Sec. 4. The application fee for a permit to:

1. (1) excavate over, along, or lakeward of the shoreline or water line of a public freshwater lake;
2. (2) place fill over, along, or lakeward of the shoreline or water line of a public freshwater lake;
3. (3) place, modify, or repair a temporary or permanent structure over, along, or lakeward of the shoreline or water line of a public freshwater lake;

4. (4) construct a wall where the lowest point is:

   1. (A) below the elevation of the shoreline or water line; and
   2. (B) not more than ten (10) feet landward of the shoreline or water line, as measured perpendicularly from the shoreline or water line;
5. of a public freshwater lake; or
6. (5) change the water level, area, or depth of a public freshwater lake or the location of the shoreline or water line;

is one hundred dollars ($100) an application for one (1) project.
