Sec. 2. (a) A well shall be located as follows:

1. (1) To use every natural protection to promote the maintenance of the well and its surroundings, and to protect the quantity and quality of ground water encountered during the construction of the well.

2. (2) As far as practicable from any:

   1. (A) high capacity well; and
   2. (B) known contamination source.

3. (3) To protect the well against surface water ponding, drainage, or flooding. Earthen materials shall be placed around the pitless unit or finished well casing in a manner to drain surface water away from the well. The finished well casing or pitless unit shall extend at least one (1) foot above the ground level and, if located in a designated flood hazard area, must:

   1. (A) be at least two (2) feet above the elevation of the regulatory flood; or
   2. (B) be equipped with a watertight pitless unit cap or well seal and vented to an elevation at least two (2) feet above the elevation of the regulatory flood.

(b) This section does not apply to a monitoring well or a dewatering well.
