Sec. 3.7. A licensed water well driller or water well pump installer may apply in writing to the department for a waiver or modification of the continuing education requirements of this rule if the well driller or pump installer:

1. (1) establishes that an emergency existed during the period for which the continuing education was required;
2. (2) has had an incapacitating illness verified by the applicant and a licensed physician; or
3. (3) was prevented from completing the continuing education requirement because of active military duty during the period for which the continuing education was required.
