Sec. 2. Successful completion of the prebasic course authorizes a law enforcement officer to:

1. (1) make arrests;
2. (2) conduct searches and seizures of persons and property; and
3. (3) carry a firearm;

for one (1) year after the date the law enforcement officer is appointed.
