Sec. 3. (a) Written policy, procedure, and practice provide that the health care authority determines the essential health care positions needed to perform the scope of health care services, including the following:

1. (1) Physician.
2. (2) Dentist.
3. (3) Psychiatrist.
4. (4) Psychologist.
5. (5) Nurse.
6. (6) Medical assistant.
7. (7) Nurse practitioner.
8. (8) Physician assistant.

(b) There is an annual review of the staffing plan by the health care authority to determine if the number and type of staff are adequate.
