Sec. 23. (a) Written policy, procedure, and practice ensure juveniles are not subjected to sexual harassment or to discrimination based on the following:

1. (1) Race.
2. (2) Religion.
3. (3) National origin.
4. (4) Gender.
5. (5) Sexual orientation.
6. (6) Disability.
7. (7) Political views.

(b) This is a mandatory standard.
