Sec. 22. (a) Written policy, procedure, and practice provide that juveniles have access to confidential contact with the following:

1. (1) Attorneys.
2. (2) Authorized representatives.
3. (3) Courts.
4. (4) Legal material.

(b) Contact includes the following:

1. (1) Telephone communications.
2. (2) Uncensored correspondence.
3. (3) Visits.

(c) This is a mandatory standard.
