Sec. 23. (a) Written policy, procedure, and practice provide a system to govern the control and use of keys.
(b) There is an accountability system that provides for the following:
- (1) Keys are issued from a central location.
- (2) Keys are stored so that their presence or absence can be easily determined.
- (3) Key control responsibilities may be assigned to different staff, but one (1) staff is responsible for maintaining keys and key logs.
(4) A permanent key log is maintained to record the following:
- (A) The key identifier.
- (B) The lock associated with the key identifier.
- (C) The number of keys issued with the identifier.
- (5) A key log is maintained with the names of the staff possessing the key.
- (6) Emergency keys are checked at least quarterly to make sure that they function properly.
- (7) Fire and emergency keys shall be labeled for easy identification of what door or doors each key opens.
(c) This is a mandatory standard.
