Sec. 2. (a) Written policy, procedure, and practice provide that the facility's perimeter is controlled by appropriate means to ensure that juveniles remain within the perimeter and to prevent access by the general public without proper authorization.

(b) Pedestrians and vehicles enter and leave at designated points within the perimeter.
