Sec. 1. (a) Written policy, procedure, and practice provide that there is sufficient space for a twenty-four (24) hour control center for monitoring and coordinating the following:

1. (1) Internal security systems.
2. (2) External security systems.
3. (3) Communications systems.
4. (4) Safety alarms and detection systems.
5. (5) Other mechanical and electrical systems.

(b) The control center either provides staff access to a washbasin and toilet or has existing plans for staff to access a nearby washbasin and toilet.
