Sec. 9. (a) Written policy, procedure, and practice provide that after 2022, any:

1. (1) renovation or addition to an existing facility; or
2. (2) new facility;

is constructed with living units of not more than sixteen (16) beds per living unit.

(b) The juvenile detention facility does not exceed a bed capacity of one hundred fifty (150).
