Sec. 32. (a) Written policy, procedure, and practice provide for communications systems both:

1. (1) within the facility; and
2. (2) between the facility and community;

in the event of emergency situations or incidents that are urgent, special, or unusual.

(b) Emergency communications systems are tested at least annually.
