Sec. 15. (a) Written policy, procedure, and practice provide that security rooms used for isolation or room confinement are equipped with:

1. (1) a toilet;
2. (2) a sink; and
3. (3) security furniture;

that can be accessed by the juvenile for use without staff assistance.

(b) Security rooms used for one (1) hour or less for:

1. (1) intake;
2. (2) use as a courtroom holding cell;
3. (3) timeout;
4. (4) use as a dry cell;
5. (5) restraint-chair observation; or
6. (6) use as a padded safety room;

are not required to be equipped with a toilet, sink, and security furniture.
