Sec. 12. "Inspection" means a thorough review of information and its relationship to compliance with the standards, including:

1. (1) written records;
2. (2) interviews with youth;
3. (3) interviews with staff; and

4. (4) onsite viewing and assessment of:

   1. (A) existing conditions;
   2. (B) policies;
   3. (C) procedures; and
   4. (D) practice.
