Sec. 7. "Master meter" means the use of a meter device to measure, for billing purposes, the amount of water consumed by:

1. (1) a landlord that distributes the water to tenants; or

2. (2) an association that distributes the water to:

   1. (A) members; or
   2. (B) co-owners.
