Sec. 1. Under IC 9-14-10-3, it is the purpose of this commission policy statement to establish that the commission of the bureau of motor vehicles has chosen to develop a personnel system for employees of the commission who are assigned to be managers and employees of the commission operated license branches. This personnel system is separate from the state personnel system under IC 4-15-2.2. The commission's personnel system's employee handbook will define the basic rights, privileges, powers, rules, procedures, policies, duties, and benefits of those commission employees.
