Sec. 10. Besides the applicable fees in IC 9-18.1 and IC 9-18.5, there is no additional fee for a license plate that:

1. (1) is not a PLP;
2. (2) follows the standard format of letters and numbers that the bureau uses for a particular license plate type; and
3. (3) is a specific sequence of letters and numbers outside the bureau's standard method for assigning license plate numbers.
