Sec. 14. (a) Except as provided in this section, a license plate has a life cycle of ten (10) registration years from its initial circulation.
(b) The commissioner or the commissioner's designee shall designate the life cycle, not to exceed ten (10) registration years, for the following license plates:
(c) A license plate issued as a permanent plate does not have a fixed license plate life cycle.
