Sec. 16. No person shall:

1. (1) cut, mutilate, or remove any tree, shrub, or plant; or
2. (2) deface, damage, mutilate, destroy, mar, or otherwise damage any signs, structures, fences, or any other property or equipment;

owned by or under the jurisdiction or control of the commission without the consent of the port director.
