Sec. 16. "Notice to contractors" means the bulletin in a format determined by the department that is distributed by the department inviting bids for work to be performed, listing the:

1. (1) type of work;
2. (2) location;
3. (3) qualification requirements; and
4. (4) cost of the bidding documents.
