A transport operator shall furnish proof that the transport operator has maintained financial responsibility for not less than the minimum amounts under IC 9-25-4-5 for each set of transport operator plates to be affixed to a motor vehicle:

1. (1) at the time of application; or
2. (2) upon request of the secretary.
