"Manufacturer of a vehicle subcomponent system" means a manufacturer of a vehicle subcomponent system essential to the operation of a motor vehicle. The term includes a public or private university that is engaged in the:

1. (1) research;
2. (2) development; or

3. (3) manufacture;

   of a vehicle subcomponent system.
