"Stop sale directive" means a notification issued by a manufacturer or distributor stating that a used vehicle in inventory may not be sold or leased at retail or wholesale due to:

1. (1) a federal safety recall for:

   1. (A) a defect; or
   2. (B) a noncompliance; or
2. (2) a federal emissions recall.
