The motorcycle operator safety education fund is established. The commissioner shall administer the fund. The fund consists of money received from motorcycle registrations as provided under IC 9-18 (before its expiration) or IC 9-18.1-5-3 . The money in the fund may be used for the administration of the program and expenses related to the program, including:

1. (1) reimbursement for course sites;
2. (2) rider coach trainer training;
3. (3) purchase of equipment and course materials; and
4. (4) technical assistance.
