The commissioner shall appoint:

1. (1) a program coordinator of the motorcycle operator safety education program developed under section 3 of this chapter who shall administer the motorcycle operator safety education program and conduct an annual evaluation; and

2. (2) a training specialist of the motorcycle operator safety education program developed under section 3 of this chapter who shall:

   1. (A) establish approved motorcycle driver education and training courses throughout Indiana; and

   2. (B) supervise rider coach trainers and other personnel as necessary.

      The training specialist must be a rider coach trainer and hold a valid license, including any necessary endorsements, to operate a motorcycle.
