The bureau shall develop and administer a motorcycle operator safety education program that, at a minimum, must:
- (1) provide motorcycle operator education;
- (2) train and certify rider coach trainers;
- (3) increase public awareness of motorcycle safety; and
- (4) evaluate and recommend improvements to the motorcycle operator licensing system.
