This chapter, including any rules adopted by the bureau to implement this chapter, applies to the following:

1. (1) The holder of a commercial driver's license or commercial learner's permit.
2. (2) The operator of a commercial motor vehicle.
3. (3) A person that employs an operator of a commercial motor vehicle.

4. (4) A person that:

   1. (A) educates or trains an individual; or

   2. (B) prepares an individual for:

      1. (i) an examination given by the bureau; or

      2. (ii) testing described in section 5 of this chapter;

         to operate a commercial motor vehicle as a vocation.

5. (5) A student of a person described in subdivision (4).
