1. (a) The bureau may waive:

   1. (1) up to six (6) months of the age requirement;
   2. (2) any of the experience or practice and driving requirements; or

   3. (3) the requirements described in both subdivisions (1) and (2);

      for an individual making an application for the individual's driver's license due to hardship conditions.

2. (b) The bureau shall adopt rules under IC 4-22-2 to state the conditions under which the requirements may be waived under subsection (a).
