This chapter applies to a motor vehicle that is:

1. (1) subject to registration under IC 9-18 (before its expiration) or IC 9-18.1 ; and

2. (2) stored, parked, or left in a garage, trailer park, or other storage or parking lot for more than fifteen (15) days.
