A vehicle described in section 1 of this chapter may transmit to the surface of a highway, except an interstate highway, a gross weight of not more than:

1. (1) twenty-four thousand (24,000) pounds upon a single axle; and

2. (2) forty-two thousand (42,000) pounds upon a tandem axle group.
