A person that is eligible to register a vehicle under this title is eligible to receive a state educational institution trust license plate upon doing the following:

1. (1) Completing an application for a state educational institution trust license plate.
2. (2) Designating the state educational institution trust special group license plate desired.

3. (3) Paying the fees under section 4 of this chapter.
