The bureau shall design and issue an environmental license plate. The environmental license plate shall be designed and issued as a special group recognition license plate under IC 9-18.5-12 and must include the following:

1. (1) A basic design for the plate with consecutive numbers or letters, or both, to properly identify the vehicle.
2. (2) A background design, an emblem, or colors that designate the license plate as an environmental license plate.

3. (3) Any other information the bureau considers necessary.
