The bureau may adopt rules under IC 4-22-2 to establish the following:

1. (1) The term of a civic event license plate.
2. (2) The qualifications of a person applying for a civic event license plate.
3. (3) The conditions that apply to the use of a civic event license plate.

4. (4) The fee to display a supplemental civic event license plate.
