A person may not operate a vehicle on a highway:

1. (1) that is not qualified to register as a recovery vehicle under this chapter; and

2. (2) for the purpose of lifting and pulling:

   1. (A) a disabled;
   2. (B) a wrecked;
   3. (C) an abandoned;
   4. (D) an improperly parked; or

   5. (E) a burnt;

      vehicle.

      A person that violates this section commits a Class C infraction.
