1. (a) The task force shall do the following:

   1. (1) Develop actionable concepts to connect existing bicycle trails throughout Indiana.
   2. (2) Estimate the cost of each concept described in subdivision (1).
   3. (3) Present at least six (6) innovative ways to fund the connections to existing bicycle trails.
   4. (4) Prepare a timeline that shows the phases of completion to connect existing bicycle trails throughout Indiana for each funding method under subdivision (3).
   5. (5) Recommend changes to Indiana law to increase bicycle safety on trails and roadways.
2. (b) The task force shall prepare a report containing the information developed in subsection (a). The task force shall submit the report to the legislative council in an electronic format under IC 5-14-6 and to the governor not later than July 1, 2019.
