At the time a TNC rider arranges with a TNC for a prearranged ride, the TNC shall display on the TNC's digital network:

1. (1) a digital photograph of the TNC driver; and

2. (2) the license plate number of the personal vehicle;

   that will be used to provide a prearranged ride to the TNC rider.
