"TNC driver" means an individual who:

1. (1) receives:

   1. (A) connections to potential TNC riders; and

   2. (B) related services;

      from a TNC in exchange for payment of a fee to the TNC; and

2. (2) uses a personal vehicle to offer or provide prearranged rides to TNC riders:

   1. (A) upon connection through a digital network controlled by the TNC; and
   2. (B) in exchange for compensation or payment of a fee.
