1. (a) "Prearranged ride" means the provision of transportation by a TNC driver to a TNC rider:

   1. (1) beginning when the TNC driver accepts a TNC rider's request for a ride through a digital network controlled by a TNC;
   2. (2) continuing while the TNC driver transports the requesting TNC rider; and
   3. (3) ending when the last requesting TNC rider departs from the personal vehicle.

2. (b) The term "prearranged ride" does not include transportation provided through any of the following:

   1. (1) A shared expense carpool or vanpool arrangement.
   2. (2) Use of a taxicab, limousine, or other for hire vehicle.
   3. (3) A regional transportation authority established under IC 36-9-3 .
