An eligible county may not:

1. (1) purchase, lease, or otherwise acquire;
2. (2) construct;
3. (3) operate;
4. (4) cause any person to purchase, lease, acquire, construct, or operate; or

5. (5) expend revenues deposited in the county public transportation project fund established under IC 8-25-3-7 on;

   a light rail project.
