"Public transportation project" refers to an action taken to:

1. (1) plan;
2. (2) design;
3. (3) acquire;
4. (4) construct;
5. (5) enlarge;
6. (6) improve;
7. (7) renovate;
8. (8) maintain;
9. (9) equip; or

10. (10) operate;

    a public transportation system in an eligible county.
