If, in the opinion of the commissioner, no satisfactory proposal has been received, the commissioner may do the following:

1. (1) Purchase the necessary material and equipment.
2. (2) Employ the necessary labor.
3. (3) Perform the work of constructing, improving, or maintaining the highway or highways.
