The department may adopt guidelines to implement this chapter, including guidelines that establish a maximum amount that any one (1) local unit may receive as a grant. However, if:

1. (1) the department establishes a maximum amount per local unit; and

2. (2) multiple local units, including any combination of cities, towns, and counties, apply jointly for a matching grant under this chapter to undertake a project that extends across multiple jurisdictions;

   the maximum amounts of the joint applicants may be aggregated.
