Ind. Code § 8-16-1-1 – Powers of authority

(a) The authority shall have the power:
1. (1) to make and enter into all contracts or agreements; and
2. (2) to do all things necessary or incidental to the performance of its duties and the execution of its powers under this chapter.
(b) The authority may employ engineering, architectural, and construction experts, inspectors, and such other employees as may be necessary in its opinion to implement this chapter and fix their compensation, all of whom shall do such work as the authority may direct. All expenses so incurred by the authority shall be paid solely from funds provided under the authority of this chapter.
(c) This chapter:
1. (1) applies to the authority only when acting for the purposes set forth in this chapter; and
2. (2) does not apply to the authority when acting under any other statute for any other purpose.
