- (a) The authority shall establish a written procedure for allocating money to projects described in section 1(a)(3) and 1(a)(4) of this chapter.
(b) The procedure established under this section must include at least the following:
- (1) An application procedure to identify projects that qualify for funding.
- (2) Criteria for prioritizing projects.
- (3) Procedures for selecting projects.
- (4) Procedures for reporting the results of the selection process and the status of projects to the interim study committee on fiscal policy established by IC 2-5-1.3-4 in an electronic format under IC 5-14-6 .
(c) The prioritization and selection process under this section must give consideration to the following:
- (1) The impact of the project on toll road usage.
- (2) Consistency of the project with local transportation plans.
- (3) The extent to which the project will have local financial participation relative to local available resources.
- (4) The amount of vehicular traffic served.
- (5) The potential local economic impact.
- (6) Whether the project is deemed to be an emergency by the applicant and the authority.
