As used in this chapter, "pre-filing meeting" means a meeting to review and discuss a filing or submittal by an energy utility in accordance with:

1. (1) section 18 of this chapter;
2. (2) section 20 of this chapter; or

3. (3) section 22 of this chapter;

   as applicable.
