As used in this chapter, "system average interruption frequency index", or "SAIFI", means an index that:

1. (1) indicates the number of sustained service interruptions an electricity supplier's average customer experiences over a specified period; and

2. (2) is calculated by determining the quotient of:

   1. (A) the total number of customers that experienced sustained service interruptions over the specified period; divided by

   2. (B) the total number of customers;

      in accordance with IEEE 1366.
