As used in this chapter, "system average interruption duration index", or "SAIDI", means an index that:

1. (1) indicates the total duration of sustained service interruptions for an electricity supplier's average customer during a specified period; and

2. (2) is calculated by determining the quotient of:

   1. (A) the sum of sustained service interruption durations in minutes for the specified period; divided by

   2. (B) the total number of customers;

      in accordance with IEEE 1366.
