As used in this chapter, "eligible partnership" means a group or entity, however organized, that:

1. (1) consists of:

   1. (A) at least one (1) eligible utility; and
   2. (B) one (1) or more other eligible partners described in section 3(1) through 3(7) of this chapter; and
2. (2) is formed for the purpose of developing one (1) or more SMRs at an eligible project site under the program.
