As used in this chapter, "designating body" means the following:

1. (1) For an area located in an unincorporated area in a county that does not contain a consolidated city, the county fiscal body.
2. (2) For an area located in a city or town in a county that does not contain a consolidated city, the city or town fiscal body.
3. (3) For an area located in a county containing a consolidated city, the metropolitan development commission.
