The training programs prescribed by this chapter must be designed so that the attendees at a program are prepared to train their subordinates. In addition, the training programs must include:

1. (1) a course on basic assessment administration with an examination; and
2. (2) the information necessary to obtain a level one certification under rules adopted by the department of local government finance.
